You are right.
I was implicitely thinking about an standalone early deployment/demo
scenario.
Takeup with access providers will take its time, and it might be
handy to have say an OpenWRT package to demo/deploy the whole chain
without assuming public provider LIS availability. That could be
turned off eventually.
