Oh okay I think I understand the issue you are raising. It is not such much that the thing that made the HELD request can't understand which is which, because the LCS is supposed to put things in the same order in which they were requested. It is more that if I subsequently pass my PIDF-LO to you, that you don't necessarily know which is which. This seems a more general problem with PIDF-LO with HELD per say. This is either something we can address at the root, or ignore for now. I am definitely open to suggestions.
